This extends the Convention (a) above to
German Agencies in China.
These three agreements appear to come under Class I of paragraph 8 of the first report of the Treaty Revision Committee and I agree with their recommenda- -tion in paragraph 58 on page 10 of their Final Report. If other postal agreements are to be preserved, the three agreements mentioned above should be brought within some saving clause when peace is declared.
